美国突然要求中国驻休斯敦总领馆关门,让人震惊。

当地时间,7月22日,中国驻休斯敦总领馆蔡伟总领事接受美国广播公司(ABC)13台和《国际聚焦》杂志联合采访,清晰解释了事情的来龙去脉。

美国记者提问称:您能告诉我们发生了什么吗?当时您的感受是什么?

中国驻休斯敦总领事蔡伟表示,当地时间周二下午,他震惊地获悉,美国国务院将迫使中国驻休斯敦总领事馆于周五关闭。

The Chinese Consul General of Houston says he was shocked to learn on Tuesday afternoon that the US State Department is forcing the closure of the Houston Chinese Consulate on Friday.

“非常震惊。我从来没有想过会被如此对待。我们来到这里是为了友谊,为中美相互理解而来。”

"Quite surprised," said Consul General Cai Wei, who gave ABC13 an exclusive interview inside the soon-to-shutter building in Montrose. "I never expected [to be] treated like this, and we are coming for friendship, and for mutual understanding between China and the United States."

有一些美国媒体拿总领馆焚烧一些文件一事炒作,对此蔡伟回应称:

美国的消息突如其来,为此总领事馆不得不处理一些内部的事务。

So I see you have seen the news report. We just got the very short notice and asked us to close by Friday, this Friday. So that’s we have do some internal activities, internal matters, and to do this.

在接受东方卫视看看新闻Knews记者采访时,蔡伟补充说道:

我觉得对各个国家外交机构来说,我们在做一些我们日常的工作,碰到紧急的情况,我们会采取一些措施,也是一个惯例,没有什么可大惊小怪的。

美方单方面对中方发起的**挑衅,无理*难中国驻美外交领事人员,对中国在美留学人员进行恐吓、盘查,没收个人电子设备,甚至是无端拘押。

据蔡伟介绍,那天他和他的同事送留学生回国,安排了临时包机。

Cai said he and his staff were simply escorting some Chinese students onto a chartered airplane.

留学生是从美国南方很多地方过来,包括佐治亚州、迈阿密,包括南卡、北卡等等这些地方。

来了以后,我们为了保证他们的安全,就送了一些口罩和防护服。同时,因为到了国内以后需要隔离,所以还对此进行了指导。

He said he gave the students some PPE, including masks, and directions on how to quarantine once they arrive in China.

蔡伟表示,当时他所有的东西,包括他本人在内,都安检过。

中国外交部发言人汪文斌23日表示,中方领事官员进入机场限制区事先经过美方许可,使用的是美国国务院批准的领事证件。

汪文斌称,中国驻美外交机构工作人员的个人信息都是公开透明的,中方领事官员进入机场限制区域事先经过美方批准,使用的是美方国务院批准的领事证件,目的是照料搭乘航班的中国公民。此事合法、合规,也有很多先例,美方的说法完全是在编造理由,对中方的指责不符合事实。

蔡总领事告诉美媒记者:“我认为有太多太多事情你需要去查证事实。”他驳斥了美方关于驻休斯敦总领馆的种种谎言,表示:“谎话即使重复一千遍,也成不了事实。”

"I think there's too many things you'll have to check for the facts," said Cai. "Okay, so you say the lies or the untrue things 100 times, that doesn't mean it's true."

“请问你们的证据在哪儿?”蔡伟希望美国不要无端指责,捏造事实。美国作为一个法治国家,请拿证据和事实说话。

"Whether you are a top diplomat, or a very junior diplomat, the first lesson is you have to speak the truth, you have to speak with facts," said Cai. "I know [Americans] call that the rule of law and you have that you are not guilty until you're proven [guilty]... where's the proof?"

视频中蔡伟客观介绍了一系列背景信息:中国驻休斯敦总领馆是中美建交当年中国在美国开设的第一个总领事馆。关闭总领事馆是自1979年以来,自中美建立外交关系以来从未发生过的事。

但报道中,美国广播公司(ABC)对此过度解读成,蔡伟听起来有点希望关闭中国驻休斯敦总领馆这件事儿不会真的发生。

"It's very damaging," said Cai, who sounds ever slightly hopeful that the closure of the first Chinese Consulate in the U.S. will not actually happen. "This is unprecedented since 1979."
